Village Board:
The government of the Village of Springville consists of a five (5)-member board made up of the Mayor and four (4) Trustees who are elected to four-year terms. The board sets policy as well as adopting local laws, approving budgets, and setting tax rates.

The board meets the first and third Monday of each month at 7:00pm on the second floor of the Village of Springville Municipal building at 65 Franklin Street.



Village Administration:
In July 1999 the Village Board of Trustees adopted the Administrative form of government and created the position of Administrator in order to provide economical and efficient overall direction and coordination of the day-to-day activities of the Village of Springville.

This also provides central direction of village employees, provides for the management of the Village business office, reduces the administrative detail previously performed by the Mayor and Trustees, and offers the Mayor and Trustees a greater opportunity for the proper consideration of policy matters.

The Administrator, who also serves as the Clerk/Treasurer, is appointed by the Mayor for a two (2) year term and reports to the Board of Trustees.

As Treasurer and Chief Fiscal Officer, the Administrator’s responsibilities include receiving taxes, borrowing and investing funds, preparing the budget, and the annual financial report.
The responsibilities as the Clerk include attending board meetings, preparing the meeting agenda and resolutions, recording and transcribing board meeting minutes and records management.



Village Clerks Office:
The Village Clerk’s Office, located at 5 W. Main Street, collects taxes, utilities including water/sewer and electric and maintains all official Village records.

The clerks assist residents and customers with all billing and service questions as well as providing information regarding all Village activities.

Regular business hours are 8:00am to 4:00pm Monday though Friday.



Department of Public Works:
The Department of Public Works provides important services to Village residents including water, sewer and electric utilities along with maintenance of streets, snow removal, sanitary, storm and water line inspection, repair and replacement. Sidewalk replacement, street maintenance, and up keep of all Village parks are also included in their responsibility.

DPW is managed by the Superintendent of Public Works and each of the four (4) divisions, Streets, Water/Sewer, Waste Water Treatment, and Electric, are supervised by a lead man or working crew chief.



Building Department:
A full-time Code Enforcement Officer and part time clerk staffs the Village Building Department. This department is responsible for issuing building permits, conducting fire inspections, issuing Certificates of Occupancy and assisting residences with their code questions.



Planning Board:
This board consists of five (5) members each with a five (5) year term. The Mayor, subject to the approval of the Board of Trustees, appoints members of the Planning Board including the designation of a Chairperson and Deputy Chairperson.

The Planning Board reviews and approves or disapproves site plans, special exceptions, showing the arrangement, layout and design of proposed uses as well as buildings and /or structures shown on such plans.

They also perform investigations and prepare reports relating to the planning and development of the Village, as it deems desirable.

This board meets on the first Tuesday of each month and additional Tuesdays as needed at 7:00pm on the second floor of the Village of Springville Municipal building at 65 Franklin Street.



Zoning Board of Appeals:
This board consists of five (5) members each with a five (5) year term. The Mayor, subject to the approval of the Board of Trustees, appoints members of the Planning Board including the designation of a Chairperson and Deputy Chairperson.

The Zoning Board of Appeals hears and decides appeals for any Village of Springville code, requirement, decision, interpretation, or determination made by an administrative official charged with the enforcement of building and zoning codes.



Police Department:
The Village has a contract with Erie County Sheriff to provide the primary law enforcement and supplements with fifteen (15) part time Village Police Officers. Because of commercial growth and the increased traffic the Village Board established a community police department in September 2001.



Fire Department:
The volunteers from the Springville Volunteer Fire Company, Inc protect the Village of Springville and an area of the Town of Concord surrounding the Village. This efficient, well-trained and responsive fire department works from two fire halls, one (1) at 65 Franklin and one (1) on 405 West Main Street.

The two (2) stations house a variety of modern fire fighting apparatus including a heavy rescue, 100 foot aerial, and ambulance.

Emergency service is provided by highly trained EMT personnel and supplements Rural Metro Ambulance Service.



Control Center:
The Springville Control Center dispatches 911 fire and emergency calls for the Towns of Concord, Sardinia and the Village of Springville.

Other emergencies such as fallen powers lines, trees and other public safety dangers are directed to the respective municipal department for the required response.



Village Court:
A Village Justice who is elected to a four (4) year term heads the Village Court.
The Village Board of Trustees appoints the Acting Justice and Prosecuting Attorney yearly.
Cases appearing before the Village Court include traffic and parking violations as well as misdemeanor, small claims, and Village Code violations.

The Court Clerk’s office is open Tuesday through Friday from 9:00am to Noon on the second floor of the Village of Springville Municipal Building at 65 Franklin Street.

The Court is in session at 9:00am the first Friday of each month for matters involving vehicle, traffic, minor violations, and the third Friday of each month for matters involving the Erie County District Attorney’s Office.
